Taking papers published in "New Century" by Wu Zhi hui as the scope of the study, following the idea of Wu Zhi hui, the paper tries to reconstruct his early anarchist ideology, and reveal a typical anarchist way of thinking and its significance and limitations. Wu's starting point of advocating anarchism is his understanding of the Manchu government and Western civilization. Wu hated rule of the Qing Government, not only because of his nationalist stance, but also because he believed that the education policy of the Qing government limited the intellectual development of the Chinese people, so that there can be no progress in Chinese society. He also saw many defects of Western countries, so he thought that Western civilization is a kind of pseudo-civilization and true civilization can not be created by the standard of Western civilization. Wu argued anarchism on the basis of "Evolution of the axiom," to guide the direction of Chinese society. He considered the value of ethics and values so called "axiom " which contained all the good values and morals was fully implemented in the absence of the Government in. In fact, he is a moral anarchist idealism. Influenced by Darwin. Kropotkin and others, he believes the evolution of society. He didn't clearly portray his ideal society, which is an important distinction from other classic Utopian thinker. However, his thinking has a lot of the same fallacy with the classic Utopian thinking. It must mean some kind of constraint to generally accept his anarchism. In order to overthrow the Manchu government, and gradually come to realize his ideal of free government, he put forward lobbying and assassination as the two main ways of revolution. He believes that anarchism can unite constitutional party and revolutionary party together, and even convince the rulers of the Manchu government to realize China's social progress. He was fiercely against tradition, and wanted to replace the traditional ideology with anarchism, but his thoughts also include the factors of traditional culture. His taking "science" as a weapon to tell his anarchism, which on the one hand, aggravated the crisis of authoritarian regimes, on the one hand provided a new thought for the subsequent New Culture Movement. His anarchism is an important component of China's national and democratic revolution and has made contributions to anti-feudal dictatorship.
