Hanfei who is the last famous thinker of pre-qin period,is the successor of pre-qin's jurist idea,even of the pre-qin's various idea.His idea,especially the idea of Legitimate ruling,has a deeply influence on the future generations,even on today,his idea does work.This article attempts to discuss his idea's necessarity according to the background and foundation of theroy of Hanfei's Legitimate idea,reveal the inner structure and logic of Hanfei's Legitimate instituion according to comparative study and arrange the theory of Legitimate,Power,Method,and explain the act of Hanfei's idea according to use Law rather than the intelligence,and analyze the enlightenment fuction of Hanfei's idea according to Law not virtue and study of the history. Finally,I will give a science position to Hanfei's Legitimate idea according to consensus comparative study.
