Study Of The Theoretical Construction Of Public Cultural Services

Based on the period of 1980s in China as the research period, modernization construction as the research background, and the theory of public cultural service as the research object, by the current academic about public cultural service theory research, analysis of the theory of public cultural services during the study, this paper points out the problems existing in the construction of public cultural service theory in China, the significance to suit the Chinese national condition of public cultural service theory system construction, and tries to build a Chinese characteristics of public cultural service theory frame, aimed at the Chinese public cultural services to provide some theoretical guidance for construction practice, for the current public cultural services provided some problems related to the study of ideas and methods.The paper has three parts: first, by the Chinese public cultural service part inspects the theory research actuality and existing problems; The second part, on the basis of the analysis of the China's public cultural services theory's important significance in China, this article discusses the theoretical construction of public cultural services strategy; The third part, based on the first two parts through research, this paper tries to construct a general framework of Chinese public cultural service theory..Based on China's public cultural service theory, research status of domestic scholars pointed to the theoretical research of public cultural service is still in the initial stage. At present, the domestic scholar of public cultural service theory research focuses on the following aspects: (1) the study of public cultural services, (2) the main part of public cultural services system ,(3) public cultural service basic elements, (4) public finance and investment, (5) performance management and appraisal of public culture research, (6) disadvantaged rural (and) public cultural service system construction, etc. In the current public cultural service theory, there still exist some problems: (1) more the case study of local, less systematic theory research of macroscopic, (2) domestic public cultural service theory research level obviously behind the construction practice of public cultural service, (3) the western theory of mature public cultural theory and the primary stage construction practice in china exists some degree of asymmetry.In China, the constructing public cultural service theory is considered in this paper to play an important role. Its importance displays in: (1) it reflects the modern national cultural consciousness, (2) it can more effectively guide Chinese public cultural services for the construction practice, and seek appropriate solutions to the problems. (3) it can provide certain theoretical basis for national public cultural policies. In view of this, this paper puts forward the tactics of the Chinese public cultural services, namely localization of research and systematic research.On this basis, this paper constructs the Chinese public cultural service theory framework of public cultural service: in realizing the civic culture as a logical starting point, public cultural service is the right to meet the social needs, the public culture to provide public products and services of public cultural behavior and its related systems and the system of the general public, it has GongYouXing, fairness, and convenience, diversity, fundamental and public participation features, including government, enterprises, institutions, non-governmental organization culture in four aspects, and public cultural policy and theory, public cultural infrastructure and public cultural production and operation, the public culture information, public cultural talent, public cultural innovation, public security, public culture culture capital evaluation, etc.
