Freedom has always been one of the central issues of Western philosophy. Too much scholars launched a detailed discussion about freedom and came into being some well-known liberal theory. But no one can claim that their own definition of liberty is no flaw, because the meaning of freedom is too rich. This paper mainly introduces the Indian renowned economist Amartya Sen's substantive freedom theory, who won the Nobel Prize in Economies in 1998.Amartya Sen explained his freedom theory through a series of almost impossible to judge the evidence to whether the basic statements of his understanding and definition of freedom, such as freedom is relative to Preferences; people can self-censorship; minimal freedom etc. Finally, he defines that the substantive freedom is" enjoy the opportunity that the people have reason to value." The substance freedom initiates the people to think about the free from a broader and newer perspective.The introduction mainly explains topics of significance, Amartya Sen biography and academic contribution.Second chapter focused on the theoretical foundation of Sen's freedom concept. First of all, pointed out the background of freedom concept, then explained capability approach, and explained theoretical cornerstone of substantive freedom by discussing the opportunities aspect and the process aspect of freedom.Third chapter mainly analyzed the content of the substance freedom. This chapter explained free development concept, capability poverty concept and the quality of life concept, thereby enhanced a comprehensive understanding of this large freedom system.Fourth Chapter indicated the important academic status of Sen's freedom theory, by animadverting on freedom concept of Utilitarianism, Rawls and Nozick.Chapter fifth discussed that the scholars who are from China and the western had an opinion of Sen's theory.
