The Silk Manuscripts of Huang-Lao is a typical representative work of Huang-Lao Taoism. It created a huanglao theoretical system on the basis of success the Taoist philosophy of Lao Tzu. Compared with the philosophy of Lao Tzu, the silk manuscripts pays more attention to the construction of the relationship between Metaphysical and the physical science. And the implement of law in every aspect of social and political life, and it has more practical features. Meanwhile the book critically inherited the Confucian idea of governing by virtue transformed the legal concept of legalist ,and proposed the theory penalty and virtue should be complementary, found the Metaphysical and the physical science' root ontology basis for these theories, which makes them really integrate into Taoist philosophy. The book absorbed the essence of yingyang, Confucianism, Taoism, Ming and Fa. This article is mainly to elaborate the philosophical content of the silk manuscripts deeply from the daoti and daoyong two aspects. The noumenon of Tao is the main thrust and soul of the functions of Tao .The function of Tao is the use of Tao, Tao is the body of universe which cannot be named and invisible. The function of Tao is one concept about world unity and the root of the universe, world, society and life. It is the existence of the primordial. In order to achieve the purpose to apply the Tao of heaven into the affairs in the world, to set up a bridge namely Tao of heaven between Tao and human reason. Meanwhile, the silk manuscripts displayed the ancient simply political dialectic thinking and political follow the Tao philosophy thinking. Through discussion, it will show the relations among Tao, the Tao of heaven, and the Tao ofhuman affairs.and practicality of the book.
