The Xin'anjiang reservoir, known as Qiandao Lake, whose construction was launched in 1958, produced the first major reservoir emigrants in PRC, about 280,000 was in Chun'an county. The CPC government completed emigration in reservoir area within the shortest possible period, by its authority created by a set of political movements in the early of PRC and all-pervasive control over the grass-roots level in rural areas created by the people's communes.The resettlement of emigrants, carried out under a special historical background of the Great Leap Forward and the Three Difficult Years, without an adequate preparation and effective enforcement, deviated the enacted program quickly. Some unexpected cases began to emerge; such as constant conflicts between emigrants and local inhabitants, and some emigrants even began to return to their villages.
