Ever since we were born, our life is closely related to and affected by the registration policy in all aspects, including living, clothing, study, work, and children raising, etc. The social influence of registration policy is mainly reflected in registration problems, but with its close relationship with the "additional value" such as politics, economy, and population, it is affecting people's life in every minute. Therefore, on the basis of acknowledgement of this policy and by the deep insight of its structure and revolution, it plays a vital role in our understanding of social organs and their changes in the history.The registration policy and the "additional value" attached to it was formulated as a strict household management regulation ever since the 1950s'—during which China's economy was underdeveloped, people's life was terrible and the population was highly mobilized. It helped the Chinese government set the strategic goal of industrialization, concentrate on the capital accumulation and develop heavy industry as well as get through the tough period of three-year natural disaster and cultural revolution. But after the reform and opening-up policy, with the gradual promotion of industrialization and capitalization, the old registration policy is day by day revealing its conflict with the modern economic policy and having a more obvious influence on the economy.It is stated clearly in the thesis that the registration policy and the "additional value" attached to it is a particular product at the special time in history. The revolution of registration policy is destined to be and should be based on the present situation in China and adapted to the social economic policy. However, the additional value is about to stand in way of revolution, which as a result should be conducted step by step and finally reach the goal of new registration policy. On the one hand, the judicial aspect should be improved; on the other hand, the additional value should be stripped off gradually with a clear awareness that the process is to be a long time and in the end will be realized along with the rapid development of economy in China.The reform of the registration policy should be conducted step by step rather than a quick manner. In the process of transformation, at first an orientation of "city" idea should be wiped out, then we need strip off the additional value attached to the registration policy and deal with the conflict in the revolution process in an easy manner. By gradually canceling the benefits of the civilian residents and realizing a balanced development in different districts, we will soon achieve the household management policy and universal development both at urban and rural areas. The thesis mainly includes the following four parts;The first part introduces the research significance, certain definitions and outcomes, and the research methods and frame of the thesis.The second part describes a general picture and the features of registration policy back in the ancient time, the background of the present registration policy as well as its certain elements and development in history. It also analyzes the positive and negative effect of this policy and its comparison to other registration policies at abroad.Based on the social control theory, social policy development and the third part tells an analysis of the goal, the principle and difficulties of the registration policy, and also points out the direction of the registration revolution.In the end, the author puts forward a revolution proposal for the present registration policy. It includes five parts:improving the legislative construction, sticking to the rules of economic regulations, transforming the functions of registration policy, promoting residents'ID system, and gradually stripping off the additional values.
