| In recent years, piracy has caused great harm to the peace and security for the international community. It has become the major issues for the international community to fight against piracy and protect the International maritime transport order. It is true that the international community has made a great effort to combat piracy and achieved some effects. But there are still many problems in the Anti-Piracy System which can not play the role of cracking down on piracy effectively. So, it has major theoretical and practical significance and still needs further research for the international community how to construct an effective international Anti-Piracy System.This dissertation is divided into three chapters about 34000 words.In the first chapter, I outline the history of piracy and the regulations of the international laws. I introduce the present situation and development of piracy from the production of piracy since the Ancient Greek period. I bring forward my own points and emphatically analyze the articles of United Nations Convention on Law of the Sea in 1982 on the level of international law.In the second chapter, I analyze the existing problems of the current international Anti-Piracy System. By means of analyzing the legislative measures and hitting measures of the United Nations Security Council and other international organizations and the major nations in the world, I probe into the problems of the current international Anti-Piracy System such as lacking of enough knowledge, punishment and long term effective hitting system.In the third chapter, I bring forward the suggestions of perfecting Anti-Piracy System. The suggestions are mainly divided into two aspects: international and domestic. In international, I suggest that enhance the awareness of the danger of piracy, draft the specific international convention and set up the unified anti-piracy organization and force. In domestic, I suggest that reinforce national legislation and international cooperation. |
