Starting point of this paper is a social investigation that named as resolution mechanism research of basic level dispute background with social transformation, the purpose of the research is to find the resolution mechanisms of grass-roots dispute that effective operating, and research the operation mode,advantages and disadvantages, experience will be summarized, in order to copy operation mode and promote in the broader scope, for finding a way to resolve the disputes, for the construction of the Harmonious Society.The investigation was originally started in YuZhong county of Gansu province in western China, launched research to the departments of county government that may have relation with grass-roots dispute resolution, the township people's governments, and the residents or villagers autonomy organization. In the process of investigation, we found SiFaSuo plays a tremendous role in settlement of grass-roots disputes, almost everywhere, as the nerve endings of government public power department, in the forefront of dispute resolution in basic-level.SiFaSuo is the right one that our research have observed mechanism of basic-level dispute settlement that effective operating. With such a clear objectives, our further investigation is more definite, we conducted a detailed and continuous observation to SiFaSuo. This observation is constitute with two phase, the first stage is On-the-spot investigation in YuZhong county and LinTao county in gansu province, namely, through collecting case files of dispute solve, interviews and collecting data of dispute solve. The second stage is the literature investigation, namely collect including documents, reports, papers, and other form literature material, and analyzed. Through the above two stages of the investigation, We have a relatively full understanding and mastering to the basic situation and the actual operation of SiFaSuo.This article through the investigation report forms, strive to relatively complete show the process and result of investigation. Research report by the five component, research project profile is briefly introduced the project name, object, purpose, time. Second components is research methods, introduces the positioning of project, research methods and the concrete implementation steps. The third part is the preparation stage and product plan of the investigation, relatively detailed record the process of prophase prepared. The fourth part is investigation trip and data collection, in this parts the investigation trip and research data will be made a simple explanation. Third and fourth parts are mainly about the on-the-spot investigation. Comparatively speaking, the process of literature investigation is single, disuse divid into preparation phase and implementation phase. The fifth part is research results, contains profiles, function, construction, the relationships of SiFaSuo mediation and people's mediation, the problems that hinder development of SiFaSuo total five aspects describe investigation and thinkings about some important problems.
