After the 2008 financial crisis, all of the countries on the basis of amending existing the supervision system of financial holding company, or supplement or improve their countries'financial regulatory system. On the mixed operation wave of the 20th century, the "newborn----financial holding company, or lax regulation or laissez-faire development, is an important reason that led to the happen of the financial crisis. In 21st century that dominated by the mixed operation, to avoid a new financial crisis, all of the countries have the financial holding companies under the strict supervision of the law.The completion of this paper is on the background of all of the countries have strengthened the supervision of the financial holding companies after the 2008 financial crisis. This paper, through the introduction of the new regulatory standards and new regulatory measures that have made by all of the countries and the international organizations on the financial holding companies and financial conglomerates; and with the view of the realities of the financial holding companies and regulatory measures had taken; and combined with the discussion paper of the People's Bank of China's "the Rule On the Financial Holding Companies Management" which put forward in the early March 2011, then put forward some opinions and suggestions with the hope of providing some help on the issuance of the People's Bank of China's "the Rule On the Financial Holding Companies Management".This paper, with the vertical and horizontal comparative method, consistent with the introduction of other countries'supervisory system on financial holding companies, at the same time, put forward our country's regulatory focus and regulatory standards, with the purpose of making financial holding companies within the scope of regulation as soon as possible.
