Rural migrant workers are floaters of new era, but it is a remnant of the old system. Spring breeze of reform and opening up, opened a wall of separation cracks in urban and rural areas. Hundreds of millions of fanners yearning for freedom and pursuing happiness flew out villages which were "held" their many years, raced towards cities, worked hard to dedicating their youth. As a "bridge" and "link" connecting urban and rural society, the flow of rural migrant workers all affect the process of urbanization in China and the Chinese rural society development. Implementing the scientific concept of development, building a harmonious society and solving the problem of rights and interests protection of rural migrant workers have become increasingly important political and social significance.since mid-1990s, scholars began to notice the rights and interests protection of rural migrant workers, they studied the problems of damaging and protecting the rights and interests of rural migrant workers from different perspectives such as jurisprudence, sociology and political science, researched the education problems of the children of rural migrant workers from the angle of education, proposed a series of valuable insights. But the failure was not to put the rights and interests protection of rural migrant workers into the process of historical development and the larger context of society to provide a penetrating view from all-round, multi-angle and cross-disciplinary perspectives, therefore lacking effective strategies and measures, the existing results are difficult to be effectively applied to practice. This paper, as a case study of the rights and interests protection of rural migrant workers in Xi'an, looked at the issue of rural migrant workers from the perspective of historical development and the background of social development.Using social exclusion, structural functionalism, and other related theories, adopting qualitative and quantitative analysis methods, based on "social exclusion" concept which is a very powerful tool analyzed the current status of the missing rights and interests of rural migrant workers during citizenization process and reasons for missing, from social organizations and social systems, proposed to construct a support system for protecting the rights and interests of rural migrant workers to solve the existed problems during the process of protecting the rights and interests of rural migrant workers.
