Building Government Execution Culture

"Execution culture" is a word originate from the enterprise, which is a business philosophy of the enterprise, its core values is executive, this is the major difference between execution culture and other cultural form. To promote the execution of organization and make the concept of execution as the leading values of the policy, we must construct the execution culture, execution culture reflect a group's executive thinking, executive habits and implementation methods, is a part of the organization culture. It is the key to build enterprise core competitiveness for enterprise execution culture, achieving the economic profit maximization. The government execution culture construction is to enhance the policy execution efficiency, realize the public benefit maximization. Therefore, the government execution culture will take the "executive" as the highest standards of all the behavior and the ultimate goal of the administrative culture.Make full use of all the advantageous factors to the execution culture scientifically and correct all the adverse factors against execution, which urges the government to form a kind of realistic, goal-cleared,concise and efficient, administration according to law effective supervision execution culture in the policy implementation process, serve the people whole-heartedly, construction responsible, honest and efficient execution organization.This paper mainly based on the organizational culture theory, survey from the perspective of government execution culture, explores the ways to construct the execution culture and search for an effective way to promote the government's executive power. First, introduce the significance of construct execution culture and the research tatus about the government's executive powers home and abroad.Second, from execution, government implementation execution culture and organizational culture and other basic concept, furtherly expounds the connotation of the four concepts,basic elements.then points out the function it displays and role it plays on the improvement of government execution culture. Through analyzing the weakeness of the Chinese government executive power based on the perspective of culture and put forward that one of effective ways is increasing government execution, take the organizational culture theory as the foundation, from four angles respectively are discussed:surface culture-the government image rebuild, shallow culture- to construct the new administrative culture mode, middle system culture and deep culture values to reshape, to realize the ascension of the government's executive power. Finally, put forward structuring the government execution culture needs the external environment and guarantee from the economy, internal education and the system under the guidance of the improvement of the government's executive power.Constructing the execution culture research under the guidance of the government's executive power, reflected the requirements for execution culture construction in the process of public policy implementation. Execution culture is the core of the public policy implementation, is the energic power to promote the implementation of the public policy, is the ideological culture security of the ability to execute the administrative organization, only constantly adapt to internal and external environment changes, it can continuously to promote government execution toward to the efficiency, good direction. Meanwhile, China's public policy implementation also shocked by every aspect of culture, face the pressure from diverse administrative cultural, it still need a long process to promote the ascension of the government's executive power effectively.so, structuring the government execution culture, should be gradual, not by leaps.
