Address Global Climate Change Related Measures, The Wto Compliance Analysis

Climate change has become the most hot topic in international public. Many countries take action to mitigate and adapt to climate change. The policy and measures include carbon taxes, emission trade system (ETS), border tax adjustments to carbon taxes or energy taxes, border allowance requirements, technical requirements which relates to climate change, etc. The measure implements will have huge and long term affect on international trade. To understand how these measures is carried out and analyze their WTO compliance will help China to participate in climate change international negotiations and establish the related domestic measures. The article collectively introduces the domestic measures related to climate change in WTO members; and then studies the WTO compliance of border tax adjustments to carbon taxes or energy taxes, border allowance requirements, and technical requirements relates to climate change.
