Constitutional Core Of Democratic Politics, The Promotion Of Contemporary Chinese Society

As a granted bill of government power from citizen, Constitution is the original legitimate basis of government power. Power specification and right protection are the supreme value of the Constitution.The prime mission of the construction of democracy is the construction of Constitution.The value of Constitution is practice, and it will make no sense if the Constitution couldn't be accepted and abided by. Compared with the rapidly developing society, the authority of law,especially the requirement of stability of supreme law resulted that the Constitution fell behind.Therefore, Constitution needs to be perfect in pace with the changing times and leads the society to a further growth. Promulgating Constitutional amendment is a consequent of Constitution practice, a reaction to society and an important way to self-improvement. The feature of being a fundamental law decides that Constitution amendments reflect the rights'demands of citizens directly in different periods, and this has a more obvious manifestation in our country which is in rapid transition.The current Constitution (Constitution made in 1982) based on the lines, principles and policies decided of the 13th conference of communist party of China. It summarized experience from socialist construction since 1949, especially learning lessons from Cultural Revolution. It was passed on the 5th National People's Congress and from then on China has the total development agenda of democracy on primary stage of socialism. Reform and opening up and the flourish of socialist modernization are the fundamental reasons why the Constitution has a fully implementation and self-changing. Reform and opening up which began in 1978 is a huge transform to China and brought China into a totally changing stage of government, society and economy. Some provisions of Constitution 1982 which made based on the lines, principles and policies in the primary stage of Reform and opening up couldn't adjust to the changing society of China gradually. For realizing Constitution's value and maintaining Constitution's authority, Constitution modification is the requirement of society changing. Reform and opening up , the flourish of socialist modernization are the fundamental reason why Constitution have an fully implementation and self-changing. Since Constitution 1982 was carried out, four Constitutional amendments had been published which are 1988 ,1993 , 1999 and 2004 bill.This article mainly explores and studies the Significant effect of Constitution 1982 which had established a total construction program of democracy of socialism, and how the Constitution respond to the social changes, push forward the society development along with the continuous deepening of reform and opening up. By the review of Constitution 1982 and the background of four constitutional amendments, this article analyzes how the Constitution push forward democracy development of socialism by analyzing every changing text of Constitution. Making Constitution 1982 as our logic outset to research the development of democracy of socialism will provide theoretical support for the building of a socialist country ruled by law, the development of socialist political civilization and the comprehensive transformation of society.
