A Study On The Old - Age Service Model Of "Public Private"

With the constantly development of society, the population of elderly in our country has been rising abruptly and China already entered an aging society. The pension issue has been the focus of attention of the whole society.With the gradually increasing of the “Shidu” families, the empty-nester families, the aging elderly and the incapable old men, the function of traditional family pension has been gradually weakened, and the diversified social pension service has been in much demand such as the home-based care service, the community nursing service and the institutional care service. Among these, the institutional care service has achieved a more important position increasingly and more and more people choose it to care the elderly. However, there are a lot of problems about the state-run or private institutional care service that can’t meet the present or future needs. Under the background that the private management of public institutional care service has increasingly been praised highly to be a new trail and exploration, it has a very important practical and epoch-making significance to have a researching about it.The essay, by using the supporting of the welfare pluralism theory, the government failure theory, the public choice theory,the supply chain management theory and the stakeholder theory, attempted to research a typical private management of public pension institution-Yuetan Street Nursing Home through interviewing and observational methods and drew the following conclusions. Firstly, the private management of public pension institution has an incomparable advantage and deserves to be popularized, which can benefit to separate the government affairs, develop the private organization and guarantee the elderly to enjoy the specialized and humanized care service,and benefit to the elderly ‘s family be happy and harmony. Most importantly, it displays a beautiful picture of aging pension combining the community nursing service, the home-based care service and the institutional care service together. It is the development direction of care service in the future. However, there are still so many obstacles to popularize this kind of type. Secondly, it also reveals some problems in practice. For example, in aspect of government, there is short of service supervision, the system of caring the weak aging population such as the Shidu and Three-no elderly and the relevant laws and regulations. In aspect of private institution, there is insufficient about the specialized paramedics, the mental nursing for elderly.In aspect of community, some community residents who don’t enjoy the service exist the rejection psychology and behavior. Thirdly, to improve the private management of public institutional care service, the essay proposes the following suggestions: Government should cultivate and foster vigorously the non-profit organizations to participate in this type.Perfect the supervision system of private management of public institutional care service pattern.Strengthen the relevant laws and regulations about the private management of public institutional care service. Introduce the third-party evaluation system.Strive to build the talent team of aging care service. Regulate the occupancy eligibility of the private management of public care institution. Promote the private party to optimize and refine the care service. The private management of public institutional care service is the trend of public pension institutions reformation,I hope the government to actively guide the more and more social forces to participate in the pension services,that can bring the professional, affordable, humanity pension services,then Chinese elderly pension can enjoy their twilight years.
