Fiscal Policy Research On Supporting The Construction Of The Pension Service System In Hebei Province

With the increase of the proportion of the elderly population in Hebei province,the labor mobility is enhanced,the pace of social operation is accelerated,and the proportion of the empty-nesters is increasing.Under the background of urbanization and reduction of family size,the function of family pension is weakening,and the construction of pension service system is increasingly important.The party and government attach great importance to the development of undertakings for the aged.The active construction of the old-age service system can take preventive measures to reduce the social and economic risks brought by the aging population.The construction of the old-age service system in Hebei province is in the primary stage.The old-age service system,which is based on the home,supported by communities,supplemented by institutions,combined with medical care and nursing care,has seen its initial shape with complete functions,moderate scale and covering both urban and rural areas.The construction of old-age service system mainly includes the construction of old-age service institutions,the construction of community home service centers,the construction of rural mutual assistance happy homes,and the construction of information platform for old-age service.There are some problems in the construction of the old-age service system,such as the difficulty in using land for the old-age service institutions,the slow progress in the combination of medical care and nursing,the shortage of nursing staff,the weak function of community home,the difficulty in maintaining the operation of rural mutual assistance happy homes,and the shortage of long-term care insurance system.Due to the social welfare of pension service and the leverage of financial policy,financial policy plays an important role in the construction of pension service system,so it cannot be allowed to be marketized.The financial policies of Hebei province to support the construction of the old-age service system mainly include direct financial investment,financial subsidy policy and government purchase of services.This paper expounds the content and effect of fiscal policy.Direct financial investment provides basic old-age service facilities and lays a foundation for the construction of old-age service system.The contents offiscal subsidy policies are rich,including subsidies for institution construction and operation,subsidies for construction of rural mutual assistance happy homes,awards and subsidies for institutions,subsidies for nursing staff,subsidies for the elderly in financial difficulties and disability,subsidies for the construction of information platform for elderly care services,bank loan discount,etc.The purchase of services by the government mainly refers to the purchase of pension services by the government for the elderly.Combined with the implementation effect of fiscal policy,it is found that the current fiscal policy has many problems,such as single form of direct investment,low efficiency of fiscal subsidies,and small application scope of government purchase services.Finally,some Suggestions are put forward,such as clarifying the focus of fiscal investment,increasing the intensity of fiscal subsidies,optimizing the structure of fiscal subsidies,improving the use efficiency of fiscal subsidies,increasing the subsidies for nursing staff,and establishing and improving the government purchasing mechanism.Meanwhile,based on the experience of some developed countries,this paper puts forward the viewpoints of improving the long-term care insurance system,innovating the way of financial support,and paying attention to the construction of community home-based elderly care service,and supplements and improves the financial policy of the construction of the elderly care service system,so as to provide Suggestions for the construction of the elderly care service system in Hebei province.
