A Study On The Network Relationship And Its Regulation Mechanism In China

China’s Internet has been rapidly developing since 1990s. The cybersociety which is based on it has already become a close part of many people’s production and daily life. Meanwhile, traditional mode of national communication in China has also been changing. The way of direct communication in the fields of economy, society, culture, science and technology still affects national relations and development a lot, but the mode of cyberspace begins to play a more important part in national relations. Internet society not only provides a platform for different minority nationalities groups to interact and communicate but also promotes their development. In recent years, the new problems and events that occurred among different nationalities groups was mostly connected with the mode of Internet society. Internet society and the real society coexist and cofound the norms of human behavior. However, there are differences too, from formation background, basic conception to structural feature and influential factors. Therefore it cannot be applied mechanically with general theories and concepts in national relations.National relation in cyberspace is deeply affected by the communication media. The widespread use of We Media like blog, microblog, wechat may also lead the misunderstanding, cause the serious problem and bring the big challenge, although it can prompt comprehensive interaction, enhance mutual understanding and promote ethnic development among different minority nationalities groups. As the majority netizens are young people from different groups who are key constructor and active participator in the current and future national relations, it is imperative and typical to study the national relation in cyberspace. The structure of the national relation in cyberspace is analyzed in the paper based on the analysis of microblog, a new kind of new network media. It is multidimensional network with the characteristics of duality, virtualization, openness, timeliness, reality-reflection, and fast-spread.Generally speaking, the positive or negative function is determined by the systematic regulate and control on the structure, characteristic, influential factors of national relations in cyberspace. Under the circumstance of network society, the study on the structure, characteristic, influential factors of network national relation should be highly enhanced besides the fact that the ethnic policy and basic principle should be followed; the ethnic work should be macroscopically promoted and the ethnic relationship should be positively developed. It should suit the remedy to the case and nip in the bud for the network national relation. Ethnic work and network governance should proceed simultaneously. Mutual trust and understanding among ethnic groups should be enhanced to promote the positive function of developing science, education and culture. The regulation and control system should be applied to reduce the negative function of network national relation. According to the characteristics of network national relation, the department that involved should enhance the legal supervision and management over network, carry out educational activity of ethnic unity, reflect the petition of interest and create the healthy Internet environment and ethnic culture to maintain a good national relationship of equality, unity, mutual assistance and harmony and to promote the deep development and mutual trust of ethnic relation in both cyber society and the real one.
