People have been used to "supermarket card" slipping into the wallet, Keening on join in VIP card member, enjoying the fresh and convenient from network-Prepaid consumption and looking forward to the upcoming of City Comprehensive card. Prepaid consumption has been permeating into every corner of social life in a variety of forms, bringing us fashion and convenience. But in the other hands, for the lack of corresponding control system, Prepaid consumption has also brought us a lot of problems, for example brought the losses of benefits to consumers and other stakeholders lightly or seriously. Recently, the event of Compulsory consumption, contract fraud and disappearing leaved with no money occurred Frequently. Prepaid consumption problems have become hot issues to people.Though Intervention mechanism of government has been established currently, but there have been so many problems mostly about "offside" or "defect site" or "dislocation" of government’s measures. The effect hasn’t been sound. This research is study on the present situation of government’s Intervention measures aimed on the Prepaid consumption market. With the thorough analysis on the problems of policy itself and the process of policy implementation and the policy feedback adjustment, do the evaluation depending on the degree of attention, supervision mechanism, the present situation of supervision, the effect of supervision, And to direct against the shortage of the government’s supervision, finding reasons from the aspects of the policy making, supervising subject, the regulatory target groups, the supervising environment, the problem and solve it, to improve the efficiency and satisfaction of the government’s done for Prepaid consumption market.Through the analysis, it brings us some suggestions.
