A Study On The Cooperative Mechanism And Strategy Of Corruption Governance Organization

In the current social transformation time, Chinese social system is going through the transition from the old to the new while the social structure is changing in depth. People’s beliefs and values become more diversified and social interest relations become disordered, imbalanced and dislocated, which results in increased corruption space. In the complicated situations of corruption and anti-corruption, the organization synergy problems of corruption suppression are emerging, such as localized anti-corruption organizations, fragmented anti-corruption power, simplified anti-corruption cooperation and programmed anti-corruption communication. How to push forward anti-corruption so as to place high demand on Party is drawing attentions from all walks of life. The command chain of the traditional bureaucratic system and the formulaic procedure of the previous self-governed anti-corruption can’t adapt the new situations. Flat synergy system of anti-corruption organizations is becoming more and more accepted. The purpose of this paper is to make systematic research on the anti-corruption organization synergy and strategy according to the synergy theory so as to perfect the current anti-corruption organization structure and to form a strong force of anti-corruption.The existing literatures show that some scholars focus on the static research of anti-corruption system while ignoring the system instability in dynamic performance process, and some scholars focus on communications among anti-corruption organizations while ignoring giving directions to synergic practice of anti-corruption organizations. Anti-corruption organization synergy is still a relatively new research topic, needing comprehensive and systematic evaluation on its concept, theory and practice. First of all, this paper makes analysis on the current anti-corruption situations, challenges and problems, and makes a literature review on the intensions, causes and economic influences of corruptions, and strategy, effect evaluation, synergy theory and synergy practice of anti-corruption. Based on synergy theory and organization theory, the paper elaborates the conjunction point between corruption suppression and organization synergy, further demonstrates the necessity and feasibility of organization synergy. Secondly, this paper conducts a comprehensive review on the current anti-corruption organization structure and the effective organization synergy practice in China. Aiming at the existing problems of the current organization synergy, this paper analyzes the reasons from the aspects of organization guarantee, interest conflict, organization authority and trust relationship. Finally, based on the synergy practices of the international anti-corruption organizations and their experiences in independence, authority, implementation capacity and cooperation system, this paper brings forwards four implementation strategies, that is, perfecting organizational synergy network, making organizational synergy contract, developing organizational synergy culture and building organizational synergy platform in view of planning, operating and controlling.Literature research, comparative analysis, deductive reasoning and other methods are used in this paper. On the basis of previous studies, this paper makes a review on the current anti-corruption organization mode according to synergy theory and organization theory, and makes a lateral comparison between flat organization and hierarchical organization, and gives detailed elaboration on the system and strategy of anti-corruption organization synergy from different aspects and angles.This paper argues that anti-corruption is a long-term systematic project, which involves organization, system and culture, while organization synergy is an integral part, and is the most important, basic and fundamental part. No matter whatever system is used in anti-corruption organization synergy, the culture, society and history in which the organization lies shall not be ignored. In the current political and legal environment, anti-corruption synergy committee is an effective anti-corruption strategy, which helps to overcome the anti-corruption difficulties.
