1819 French political thinker Benjamin Constant published a famous European royal speech-"relatively free of modern freedom and ancient people in Pairs, France. This speech has become synonymous with Benjamin Constant political theory. Benjamin Constant gave a all-new thought which was based on different historical backgrounds in his speech. He became the first man to divide the freedom into two kinds:the ancient people’s freedom and the freedom of modern man. He also discussed he pros and cons and connotation about the concept of freedom. He believed that the ancient people’s freedom was a kind of positive political freedom. In contrast to this, the freedom of modern people is a kind of individual freedom in modern legal situation. Although there is a certain inherent tension in these two different kinds of freedom, they can not be separated from each other. Benjamin Constant’s ground-breaking ideas are that he tried to explore a balanced point between the two kinds of freedom that can be organically combined. As a result, people can get a complementary dialectical relationship. Benjamin Constant advocated that freedom is the freedom that bases on the political and social senses. That is to say, political freedom must be based upon individual freedom, but in order to achieve personal freedom, people would have to make it sure by relying on the political freedom.That is called a guarantee, Therefore, to achieve a harmonious coexistence between"political freedom" and "personal freedom", Benjamin Constant advocated that the government should establish the constitutional system of modern commercial society that can be fit for the whole world and the business. First, in order to enable citizens to have access to public power and get truly individual rights, we must rely on this form of representative to achieve the people’s political freedom; Second, empowered citizens must be protected their individual rights from being damaged.Therefore, we need to rely on the separation of powers, which is called "five constitutional system" to achieve their goals and protect our individual freedom. Generally speaking, Benjamin Constant’s freedom of thought established his important position in the history of liberal thought. Besides, it made contribution to the development of the modern theory of the Western Bourgeoisie. It also provided a theoretical basis for democratic reform in western countries, and it has profound theoretical and practical significance for the construction and improvement of our modern state.
