International Relations researches always emphasize different levels, including global level, national level and individual level, hoping that a comprehensive analysis based on these three levels can provide a holistic and dynamic understanding of the international affairs.Moreover, further researches can disclose the inter-level forces among three levels, which can make the entire system either stable or loose. These "junior partners" in the international relations can speak out theirs voice on the global stage while also be deeply influenced by the interaction between great powers. Therefore, these individuals and organizations can both take the initiative as agents in the international system and reflect the structural force of macro level, which means they can be the mirror of the whole global landscape and ideal starting-point of international relations research.The so-called "Ethnic Chinese Religious Non-Governmental Organizations" are typical units mentioned above. With the diffusion of world power, the rise of the global civil society and the profound permeation of China into the international political structure, these organizations are playing even greater role on the world stage, which requires attention by both analysts and strategists. Among them, Cardinal Kung Foundation, which is a catholic-based international religious organization, is more active on the global stage for involving both Sino-U.S. relations and the interactions between China and Vatican, which brings more analytical value into it.This essay illustrates this type of RNGOs with statics and charts by centralizing Cardinal Kung Foundation from its establishment more than 20 years ago, analyzes the characteristics and influences from four aspects including Ethnic Chinese, China, Religion, NGO, and then raises the characteristics and future of these RNGOs as conclusion afterwards. This essay tries to argue that Cardinal Kung Foundation is a typical case of this type of RNGO, whose history could predict that all these organizations will face the similar evolving trend.
