Research On Evaluation Of Taxi Business Qualification Certificate

With the socio-economic development, China’s control of the taxi operation has been transformed from administrative examination and approval to administrative licensing. At present, taxi operation license, vehicle operation license and passenger transport license are prerequisite for market access in China. Of the three licenses, the control of the taxi operation license is the strictest. With the development of society, new circumstances are interwoven with challenges that had existed. The taxi operation license has become a controversial topic among all walks of life. People put forward different opinions on the existing administration mode. Under the context, the dissertation evaluates the taxi operation license based on the existing evaluation system in China.Administrative licensing is the behavior for certain activities approved by administrative organs based on the administrative counterpart’s application. However there is no need to have administrative licensing for all the industries and activities. The establishment of administrative licensing shall follow the social development law. The existing administrative licensing is subject to change with the social and economic development. The evaluation of administrative licensing has been stipulated in China’s laws. The existing evaluation mode of administrative licensing in China involves three entities. It’s stipulated in the Law on Administrative Licensing of China that the establishing organs shall regularly evaluate the established administrative licensing to revise or abolish the licensing in accordance with the Article 13 of the Law on Administrative Licensing. The implementing organs shall evaluate the implementation and necessity of the existing administrative licensing while the citizens, legal persons and other organizations can put forward opinions and suggestions. The author in the dissertation comes up with some countermeasures and suggestions for the existing challenges in taxi operation licensing.The first chapter of the dissertation looks at the taxi operation license and analyzes the development and current situation of the taxi operation license. The second chapter analyzes the evaluation of administrative licensing. The third chapter discusses the current situation and existing challenges of the evaluation of the taxi operation license in China. The fourth chapter analyzes the content and results of the evaluation of the taxi operation license. The fifth chapter puts forward some thoughts on existing evaluation system in China.
