The relative centralized power of administrative licensing is helpful to change the current situation of too much and excessive administrative license. And it is conducive to reduce administrative costs and transform government functions. It is an important way of deepening the reform of administrative system. Therefore systematic research on the relevant problems to the relative centralized power of administrative licensing has important significance and value. This paper studies a proposition from the angles of administrative law science.This paper consists of two parts: the basic theory and the practice. And the first part has four chapters. The first chapter introduces the meaning of the relative centralized power of administrative licensing, research background and practical significance. The second chapter discusses the theoretical basis of the administrative theory and the legal theory, and builds theoretical framework. The third chapter introduces the relevant systems. By analyzing the pros and cons, experience is sum up to guide the future of the relative concentration of the administrative licensing system, and reforming can be implemented smoothly. On the basis, the fourth chapter constructs specific models, which is discussed to guide the practical operation and to ensure the progress of the system smoothly.Practice articles are also divided into four chapters. The first chapter introduces the widely established administrative licensing service centers, and by analyzing its regulations in detail, summarizes the problems about service centers. The second chapter studies the realization of the relative concentration of administrative licensing mechanism in three phases, The establishment of relative centralized power of administrative licensing mechanism also requires strict procedural requirements and strict supervision mechanism; these are discussed in the third chapter. The fourth chapter takes Tianjin Nankai District administrative licensing service center as a model, and proposes a three-stage specific program to realize the relative centralized power of administrative licensing.
