The ancient Hainan Island was regarded as the land of "barbarians", but with the spread of the Han feudal regime to Hainan Island and the culture and information has brought,Hainan Island gradually began to make a new civilization. Especially to the establishment of the Ming Dynasty in the thirteenth century,under the influence of "excellent grades and promoted officials" ethos, a large number of students became the first to enter official career in the imperial examinations, thus, the image of Hainan Overseas wilderness was completely changed. The most prominent representative in these scholars is Qiu Jun, who was known as one of "the double wall of Qiongzhou state". Qiu Jun was famous in the history of Hainan and had a far-reaching influence. His official position was from a poor scholar of the border area until the prime minister, he remained self-discipline and be loyalty for the country during this period, he also spent decades time to write the book of Ta-Hsueh Yen-I Pu which involving politics, economy, military, law and other fields in his later years.This thesis mainly studies the criminal justice thoughts of Qiu Jun, including body and conclusion of two parts. This thesis text is divided into four parts. The first part of introduction analyzes the reason and significance of the selected topic, and states the research methods and innovative point of this paper on the basis of summaring the research results at home and abroad for Qiu Jun. We have an overall understanding to Qiu Jun through historical research, including his family tradition, talent, career, etc. The second and third part analyzes the theoretical origin and the main content of Qiu Jun judicial thought, we can clearly know that his judicial thought could be inherited the Confucian thought. He especially respected Zhu Xi’s thought of the Confucianism master, and Qiu Jun remained self-discipline and loyalty for the country. He mentioned specifically the standards for selection of the judicial officials, weight of evidence in the judicial process, investigate his heart’s motives to determine his guilt, careful with criminal law to reduce the prison, bearing responsibility solely for one’s own crimes, etc. I think that it is a comprehensive, careful and prudent analysis and mastery of his judicial thought, which is still of value today. The fourth part has a basic evaluation of Qiu Jun judicial thought. First of all, I generalize the characteristics of his judicial thoughts. Secondly, I’m sure the contributions of Qiu Jun to the Ming dynasty rule and the current value. Finally, I analyze the limitations of legal thoughts.
