General Secretary, Xi Jinping has clearly positioned the core function of Beijing when visiting Beijing in February 2014, to adhere to and strengthen the core function of the political center, cultural center, international exchange center and scientific innovation center of the whole country as the capital. The above functions are entirely based on the function of relieving the non-capital function and Beijing Municipal Government is supposed to make every effort to shoulder the responsibility and ease the non-capital function. Urban environment construction and population control are the essential components. As the capital, Beijing has developed into an international metropolis and plenty of non-locals are attracted to make a living in Beijing; as a result, the farmer in cities and the unemployed ones become stallholders and engage in illegal business operations, etc. The large number of unlicensed street vendors has exerted a great influence on urban environment construction and population control. Since the Measures for Investigating, Punishing and Banning Unlicensed Business Operations was implemented in 2003, the number of unlicensed street vendors who are banned in all parts of the country including Beijing has risen year by year and the stallholders have been controlled mostly via the "simple banning" mode. The main executor is the urban administrative department in local places, which have exercised strict control and regulation over the unlicensed street vendors with a view to banning the unlicensed business operation entirely, but the results are completely opposite to expectations. In order to control the unlicensed street vendors, it’s essential to seek the point which connects the interests of the party involved and further adjust and balance the point effectively. Therefore, the paper investigates the interest coordination in controlling the unlicensed street vendors in Beijing; in accordance with stakeholder theory and cooperative governance theory, it carries out interest analysis and coordination from the stakeholders’viewpoint, aiming to realizing the maximization of public interest and personal interest.In terms of the control over unlicensed street vendors, Beijing has witnessed a long process, the control mechanism was established in the early days of New China, the unlicensed street vendors were completely banned in the "great revolution" period, the management over unlicensed street vendors from the reform and opening up to the end of the 20th century was comparatively loose and the innovations have been constantly made in controlling the unlicensed street vendors since the new century. Currently, according to socio-economic development level and consumption demand, etc, Beijing Municipal Government has controlled the unlicensed street vendors by classifying into absolute prohibition area, persuasive management area and restricted operation area. Many problems have been encountered in the control process, for example, the subject goals are inconsistent in interest coordination, it’s difficult to unify the stakeholders’actions in interest coordination and the channel for interest coordination is not smooth, etc. Through in-depth interview, the core stakeholders’interest demands and the relationship between them are analyzed and the conclusion is reached that the core stakeholders mainly follow the principle of giving priority to public interest, interest sharing, cooperation trust and equal negotiation in interest coordination. Meanwhile, the way of interest coordination is to improve institutional construction, enhance the sense of responsibility, strengthening the combination of dredging and blocking and intensify the autonomy of street vendors.
