The Regulations of Mongol is a special kind of law which is made by the Qing Government to the Mongolia region. When it is formulating, the Qing Government gives a full consideration to the specific local social system and national custom. Therefore, there are a lot of contents of traditional legal culture of the Mongolian integrated into the Regulations of Mongol. Due to the influence of various factors, the Regulations of Mongol presented the trend of the "Inland-changing", and started to approach the national general law which is represented by the Da Qing Lu Li.The Theft crime is the most representative crime type in the Regulations of Mongol, so the penalty types of Theft crime has covered all kinds of punishment in the Regulations of Mongol of Qing Dynasty. There are large different between the Regulations of Mongol and the basic code of Qing Dynasty on the penalty mitigation and punishment degree of this kind of crime in the early Qing Dynasty. However, the Regulations of Mongol gradually affected by the basic code of Qing Dynasty. From the perspective of types of punishment, the introduction of the system of suspended death penalty enriched the methods of execution, the banishment penalty was introduced to the Regulations of Mongol, and the Livestock penalty derived from the Traditional Mongolian law has declined. From the perspective of extent of punishment, the number of punishment degree overall has showed increasing trend. General said, the softening criminal punishment of stealing the Four Animals has declined gradually, and punishment of stealing other property has expanded.There are reasons which lead to those changes:the immigration of Minren(non-Banner people) into the Mongolian Region and the intentions of Qing Government to introduce the system of the basic code into Mongolia.
