Research On "the Qing Mining Regulations " In The Late Qing Dynasty

China is semi-colonial and semi-feudal society in late qing dynasty.Greatchanges have taken place in social structure. And these changes that promote mineralresources legal system creat a historic change. The Qing Mining Regulations creatswestern legal transplant precedent. Its contents including management agencies andoperators have changed, lay the foundation for the construction of modern mineralresources legal system.In this paper, The author conducts in-depth research, reproduces its developmentprocess. First of all, this paper introduces the general situation, including itsbackground, contents, general situation. Then, on this basis, it analyzes the key oflaws and regulations. It helps us understand the connotation of the law, so that we candiscuss the limitations. Although this law has various deficiencies, the generaldirection is advanced. It is not executed in late qing dynasty,but put into effect in theRepublic of China. Finally, the author summarizes the enlightenment of mininglegislation. With the era development, we constantly change mining legislation;Because the mining land stock cooperation way has its realistic value, we should beusing for reference; The mining environmental protection legal system should beperfected.
