Education comes first when it comes to make full use of leading talents, the powerhouse for taxation. The guidance and coordination for taxation business cannot be done without a tax cadre team that is of high quality and proficiency in business that depends on facilitating effective education and training for them. For a long time, the education and training of tax staff has been a crucial part and main issue in tax cadre construction. It is also a key mission that has strategic significance in tax systems. The paper relates to the characteristics and difficulties of grassroots work, and explores furtherthe training and management of tax systems based on the analysis of current issues in the training of HeiLongJiang national tax system. Meanwhile, it points out some existing problems in the training and management of the national tax system in HeiLongJiang province; suggests management approaches to strengthen the training of tax cadre; and provides innovative strategies to make tax training and management more contrapuntal and effective. Having a discussion on how to carry out the training and management of tax cadre is crucialfor having enough talents and strong intellectual support for the timely realization of tax modernization and promoting the revolution and development of tax business.
