Through a study and comparison on several models of domestic community management, although differences are found from ways of their operation, this research stresses that they all have one thing in common, which is the strong government involvement and less incentive for people to take part in. Residents are very passive to join the activities and have no hospitality and responsibility to their community, very often we can see that the government is performing on the stage and the residents are doing their own thing without a warm response. Therefore, even though these models are various from ways of operation, still and all they are not ideal and can be done much better.The cause of the above stressed matter is found through a detailed research and a study of the yuexiu community in Guangzhou. It is considered that the weak foundation of cultural identity and religious faith is the root of lacking vitality and cohesion in community management. According to the analysis above as well as from the cultural perspective of community management exploration, it is necessary to form a new community management model leading by cultural beliefs. To achieve this goal, it is very important to analyze people’s spiritual demands, to combine the Chinese traditional cultural clan management experiences and the religion belief based grassroots management references from foreign countries, respect people’s right to freedom of faith, supported by culture and connected via faiths, leads people to develop towards healthy cultural beliefs, guides people’s heart to have a kind of spiritual sustenance and therefore to satisfy from daily living. It is also vital to make full use of various media of cultural beliefs, to adopt proper methods incenting people spontaneously organize activities that they love to participate, to encourage their voluntary of getting involved, to lead people all like to take part in the community managing, developing and planning process, a new cultural beliefs leading community management model is therefore possible to form up.
