Research On Implementing The Subject Responsibility Of The Party 's Work Style And Clean Government

Since the 18 th CPC National Congress, the main responsibility of party committees has become a handle of improving Party conduct, upholding integrity, and combating corruption. In practice, a lot of valuable experience has been acquired, yet some problems were also found. It is urgent to study these new issues. This paper began with the study of the concept of “the main responsibility for improving Party conduct and upholding integrity”. Then the paper studied the history and historical significance of “the main responsibility”. With the research method of qualitative analysis and quantitative analysis, the paper observed and described the basic status of implementation for “the main responsibility for improving Party conduct and upholding integrity”. The author then tried to summarizing the basic working mechanism of “the main responsibility”, thus led to systematically and comprehensively reflecting the main problems existing in the process of implementation of “the main responsibility”. And the author ultimately tried to explore appropriate solutions to related issues.This article includes three parts: introduction, body and conclusion.The part of introduction outlines the purpose and significance of the study,introduces the review of the relevant research, the research methods, the research route, and the theoretical basis.The main body of the paper is divided into six chapters:The first chapter analyses the basic concepts. It mainly discusses the concept of“the main responsibility for improving Party conduct and upholding integrity”,includes its epoch connotation and significance, and some other similar concepts as well as the connection between these concepts.The second chapter studies the history of “the main responsibility for improving Party conduct and upholding integrity”(from taking shape to development, from establishment to systematic development). The history is divided into three periods and studied respectively: before the reform and opening up, from the reform and opening up to the 18 th CPC National Congress, and after the 18 th CPC National Congress.The third chapter is based on the first and second chapters. Under the vision of comprehensively strictly governing the party, this part systematically illustrates the significance of implementation of “the main responsibility for improving Party conduct and upholding integrity”.The focal points and difficulty exist in the fourth chapter. It describes and analyzes the practice status of the main responsibility for improving Party conduct and upholding integrity. Then it attempts to summarize the specific working mechanism of “the main responsibility”, based on the theory of the chain of responsibility and accountability system. After the current status description and mechanism research, it reflects the main problems existing in the process of implementation of “the main responsibility”.The fifth chapter, which responses to the fourth chapter, is the end result of this study. It presents four proposes of implementation of “the main responsibility for improving Party conduct and upholding integrity”: strengthening the Ideal and Faith Education; strengthening the assessment of accountability; doubling the effectiveness of oversight over and restraint on power; and living up to responsibility. This part discusses the organization and leadership system of the party committee, the transparency of power and the supervisory system of discipline inspection commissions, the non-party supervision system, and the inner-party democratic system. It concludes that the CPC will double the effectiveness of oversight over and restraint on power through improving a sound system and mechanisms, and then better implement the main responsibility for improving Party conduct and upholding integrity.At the end is the conclusion to be summarized of this paper.
