A Study On The Legislation Of Tourism Resources Protection In

Guangxi is abundant with tourism resources, but the tourism economy is not well developed. The reason lies in the unreasonable exploitation of the tourism resources. People pursue excessively the economic profits, leading to tourism resources damage and ecological environment deterioration. The author holds that an effective means to solve the problems like tourism resources damage and ecological environment deterioration is to strengthen the legislative protection for tourism resources, restraining the destruction of tourism resources from the legislative level and standardizing the development and utilization of tourism resources. From the perspective of local legislation in Guangxi, combining with the current status in development and protection of tourism resources in Guangxi, the author analyzed the theory and practice in legislation for tourism resources and explored the path to solve the legislative issues of tourism resources in Guangxi.The body of this paper is divided into three sections:In the first section, the author introduced the legislative status of tourism resources and reviewed the legislative achievements for tourism resources in Guangxi including local regulations, government rules and autonomous regulations.etc, and also the author evaluated three representative legislation among them; In the second part, the author analyzed the defects in the present legislation and the cause; The third part is about the legislative perfection on tourism resources in Guangxi.On the issue of legislative defect, the author put forward the following legislative protection ideas:In the aspect of legislative concept, the principles of sustainable development should be implemented, people should adhere to the protection priority and enhance scientific legislation; In the aspect of legislation system, the author suggest to strengthen legislation in key fields and construct perfect legislation system for tourism resources in Guangxi based on the law of higher level; In the aspect of legislative content, the author holds that the legal adjustment range should be expanded and the system of fund guarantee should be improved; In the aspect of legislative technique, the author thought great importance should be attached to the public participation and legislation feasibility should be improved.
