Changes of communication technology and marketing business model brought the rising commercial value of personal information of citizens. In recent years, the state has gradually protected personal information step by step by criminal law and other legal revision. However, a relatively uniform understanding of the rights of citizens’personal information hasn’t been formed. The legislature does not have special laws and regulations on the protection of citizens’personal information, not to mention the formation of a perfect legal system.Direct mail advertising is still in the initial stage in China and has very broad developmental prospects. This topic mainly focus on how to balance between the direct mail advertising development and the protection of personal information of citizens, based on existing laws and the future trend of the legislations.
