The Second World War caused great disasters to human society, people realized that this kind of global warfare should be forbidden. In order to prevent the abuse of military force, the United Nations was established by the Allies of World War Ⅱ.Maintaining the world peace is the fundamental principle of UN.Prohibition of the use of force is one of the basic rules of the Charter of UN. The UN plays a unique role in the field of international security, with the responsibility to avoid war and to maintain peace. As one founding country, USA is expected to positively maintain UN’s authority, keep world peace within the framework of UN. However, the United States is the country which launched the most military actions after World War II. It is worthy being noted that actually the USA always tries to get the authorization from the Security Council while it breaks the principle of forbidden of the force. This article starts its research from the behavior that USA seeks the Security Council’s military authorization. The results of its behavior are analyzed and studied to understand USA’s real purpose through its pursuit of UN authorization. From the angle of legal theory and practical observation, the author analyzes the premise of mainstream theory, and proves it is in question. Then Alexander Thompson’s information transmission logic is used to explain the behavior of the United States, the perspective of international political communication combined with USA external publicity policy since World War I can be effectively used to explain USA’s motivation.The author deems the behavior that the United States seeks the Security Council’s military authorization has a very important symbolic meaning. Its goal is not merely to seek the transfer of legitimacy. Its real aim is actually to cooperate with their own foreign publicity strategy to occupy the commanding heights of public opinion so that the USA can better expand its influence.
