Under the framework of UN Charter, UN Security Council has a series of rights and responsibilities. Most significantly, is the responsibility to maintain peace and security of the world. Unlike UN General Assembly, Security Council has the right to make decisions that bind all the member states of UN. Security Council mainly considers issues about armed conflicts and other situations threatening peace and security of the world. Security Council has the right to make mandatory sanctions, call for cease-fire, and take military actions on behalf of UN.This article attempts to describe a real Security Council from the perspective of international laws, analyzing situations about using force in traditional conflicts or wars among nations, as well as in non- traditional situations. Mainly analyze from the following aspects: The Security Council authorizes using of force; How to coordinate relationships with regional organizations concerning the use of force; The Security Council breaks out traditional rules in UN peacekeeping operations, but using force; and the use of force in non-traditional situations by Security Council. We can get the conclusion that though Security Council takes an important role in armed conflicts or wars, has particular positions and can take military actions to maintain peace and security of the world, Security Council cannot resolve all the issues about armed conflicts. And sometimes even goes to the opposite, destroying its image of maintaining peace and security. And with the development of the practices about using of force, the roles and responsibilities of the Security Council has changed. These changes have made creative functions in maintaining peace and security, while sometimes having broken out the rules of international laws and some principals established in international practices. We can say, to some extent, it is a retrogression of the world's order. Comparing with other international organizations or nations in the world, Security Council takes an irreplaceable role in maintaining peace and security by using of force. Authorizing the right of using of force to member states, coordinating relationships with regional organizations about using of force under the framework of Security Council, are effective ways to pursuit peace and security in international community. Otherwise, unilateral using of force is bound to rampant and unlikely to maintain peace and security. As a result, it is of great importance to discuss the issue of using of force by Security Council in international community.
