"Tirpitz plan" was put forward by the German second Reich admiral Alfred von Tirpitz.This navy development plan is including 1898 Naval Law, 1900 Naval Law and its Supplementary Bill. The plan before the outbreak of the first world war not only make the second Reich navy became the world’s second largest navy after the British navy, but also have important influence to the deteriorated relation between Germany and British,the change of European international environment and the outbreak of the First World War. Until today, the development of German navy still has very important reference value to emerging countries."Tirpitz plan" on the one hand, tracking the development of the British navy, on the other hand, keep their own characteristics. It is a more suitable navy development way for the situation of the second Reich navy. But as a result of the administrative and military system of the second Reich, disconnection between development of military and diplomatic work, mistakes made by Wilhelm ii and Tirpitz, and the relationship between the sea power and the land power didn’t suitable, the second Reich navy did not play its proper role, instead, it’s make a huge pressure to the country’s security situation, foreign environment and finance situation.The achievements, problems and the negative influence of "Tirpitz plan" is worthy of emerging countries to reference in the process of construction of the navy. The navy’s construction is never a simple question, it’s a systemic work relate to political and diplomatic. It’s need comprehensive consideration, so that, emerging countries should avoid the negative impact on the construction of navy.
