Xiao Jinguang was the first commander of the PLA Navy,who participated inestablishing the foundation of modern Chinese navy. During long period of developingthe navy, he absorbed Mao Zedong’s Military Thought as well as Soviet Union’sthought of naval construction and others’ naval constructive theory. He summed up theexperience of naval construction and held characteristic naval construction thought. Onthe basic direction of naval construction, he made the principle to set up a modernlight-scale navy which was both good at attack and defence. In the thought of navalconstruction, Xiao made the thought of “three stubs” theory, which included navalorganization, ideological thought and technology. In the aspects of naval equipmentconstruction, he developed the “three steps” strategy and thought that naval hightechnology should be combined with common weapons as well as developing navalscientific effort well. As for naval the combat thought, according to the defensesituation that enemies were stronger than us in the late1950s, he developed to fightpeople’s war at sea and took the principle of preparing a long-lasting war as well asguerrilla war at sea. Xiao Jinguang’s thought of naval construction enriched MaoZedong’s thought on PLA Navy construction. It responded to the historical issue aboutwhat kind of navy to construct and how to construct. It transformed Chinese navalstrategy from negative defence to positive defence and accelerated modernization ofChinese navy, which all provided significant experience to the contemporary navalconstruction.
