Research On The Protection Of Personal Information In The System Of Government Information Publicity

In today’s society, information technology develops at top speed, which makes it easier and more convenient for information processing and transmission.Meanwhile, the rapid development causes problems during transferring information: loss,abuse and disclosure of personal details. Government is the largest owner of personal information resources,while how should government protect the information from infringement? Above all,the government should legally collect,conserve and make known the information:do the collection and publicity after permitted and refrain the involved privacy from running off. Though the Regulations of Government Information Publicity requires to open the government information publicly to guarantee the right to know, it doesn’t mean all the information can be released optionally to the public, for instance, state secrets and individual information.In the real world, personal information can be seen everywhere which also closely related to our daily life. The personal details should be applied within predefined boundaries under the permission of the owner. Many other countries have drawn attention to personal information protection as well as adopted relevant measures. However, in our country, there is no specific law for personal information protection, and the citizens lack of protection awareness. During the course of information publicity, the government often reject publishing the information on privacy grounds, or release the information involving personal details by abusing authorities.This paper will describe how to better protect personal information under the government information publicity system from three aspects. The first part discusses the current situation of legislation for personal information protection under the government information publicity system in China. The second part shows the problems existed in personal details conservation under the system,which mainly displays the defects of personal information protection under the system through specific cases. The third part will put forward some suggestions on personal information protection in China by combing the problems in our country with the related established system in other countries.
