However, with the rapid development of highway construction and transportation services, the phenomenon of overloading and transportation is becoming serious, which not only severely damaged the infrastructure of highway and bridge, but also interferes with the normal order of the highway transportation market, which has affected our country’s economic and social health development.Although many times the government authority organization carried out large-scale management, has obtained certain result, but did not achieve the basic purpose of curing, treat the situation is still grim.As a hot issue in the current social hot spots, the problem of highway transportation is an urgent task.Huaping county, as one of the counties of abundant coal resources in yunnan province, due to the lower highway grade, underdeveloped transportation network structure and other factors, which is the main way of the highway transport, has traditionally been more prominent local overloading transportation problem, how to adopt scientific and reasonable management countermeasures to deal with overloading transportation, is an important issue that the local government has been facing for a long time.In this paper, by means of investigation and interviews, field observation and comparative analysis research method, first of all, the research of overloading transportation related concepts as well as the polycentric governance theory basis, through the analysis of the governance structure of the overloading transportation, put forward multi center governance model of the overloading transportation.
