Intellectual Property was originally appeared as a royal monopoly privilege, and then evolved into the private property rights by legislative means. Along with economic development, intellectual property is no longer confined within a country. It began to expandbetween countries and in regionalscale. "Paris Convention" and "the Berne Convention" signed in the 1880 smarked the establishment of the international intellectual property protection system. Historically, international Intellectual Property Protection has experienced the Paris Union、Berne Union、WIPO、WTO and other periods. Now there are new development trends at the regional and bilateral level. International protection of intellectual property presents a potential sign of strength development, especially in the scope of protection, level of protection, and the strength of protection.In the era of knowledge economy, intellectual property has become the core of the country’s competitiveness. Developed countries,such as US and Japan attach great importance to intellectual property rights, and enhance their protectionworld widely. Admittedly, the protection of intellectual property plays a vital role in encouraging innovation and progress of science and technology. For developing countries, however, the development of international IPR protection will bring a series of negative impact on its economic development, legal system and public health. Developing countries should have a clear understanding of the above mentioned situation, and have to take appropriate strategies to deal with them.This paper attempts to sort out the evolution of the international intellectual property protection system and its developing trends. Then point out the impact of international IPR protection on developing countries and suggest some countermeasureson the developing countries stand. Such as strengthen cooperation between developing countries in the existing multilateral mechanisms、pay close attention to new situation in the international intellectual property protection system.、strengthening the development and protection of traditional knowledge、traditional cultures、biodiversity etc.
