With the deepened development of economic globalization and the rising tide of environmental protection, the trade friction which related to the environment issues in the area of international trade gradually increased. The debates between the trade libertarian and environmentalists have been lasting for a long time and this issue has become a hot topic of global concern. Economic prosperity has also brought enormous pressure of the living environment; people gradually formed the theoretical system of sustainable development through the reflection of their own developing ideas. Trade and environment issues have been identified as a question of the new round of Doha Round negotionations by World Trade Organization. Under the background of intense reaction between the developed and developing countries, this paper takes the trade and environment issues in developing countries as the object of study. The purpose of this paper is to providing a solid theoretical basis for the survival rights and development rights of developing countries'people, and to putting forward to practical legal measures for the coordination of trade and environment issues in developing countries.This paper starts with studying the relationship between trade and environment. Through the analysis of the dialectical relationship between trade and environment, the paper proposes the problems of trade and environment which developing countries are confronted with. In the current international situation, these problems are:Green Barriers, transboundary movement and pollution transfer problems of pollutants and waste. Then the causes of the above issues in depth analysis were done in this paper from the perspectives of external and internal factors. Through a new round of detail introduction of trade and environment negotiations issues, the negotiations on trade and environment trends were analyzed. Under the foundation of elaborating impacts on developing countries of a new round of negotiations on trade and environment, the legal measures to coordinate trade and environmental issues for developing countries were put forward based on both international and domestic laws. International legal measures are:to improve the existing WTO-related agreements, to strengthen cooperation among developing countries, to make the conclusion of multilateral trade agreements of specialized environment, to improve the WTO dispute settlement mechanism. Domestic legal measures are:to speed up the strategic adjustment of the environmental and trade laws and policies, to establish and improve environmental protection laws and regulations related to foreign trade, to improve the law and policy of market construction for environmental industry, to improve the environment tax system for promoting the internalization of environmental costs.
