Setting a diplomatic institution directly affects the efficiency of the decision-making mechanism diplomatic operation, scientific decision-making, and even have some impact on the formulation of foreign policy and external relations. In diplomatic mechanisms set up "central agency" is to play a key influence.At present, the world increasingly connected, foreign affairs work increased at diplomacy "content" and "extension" expanding background, the world setting, "National Security Council" to strengthen diplomatic decision-making efficiency,scientific, etc., have become a general trend. Hatoyama Ichiro from Japan during the meeting set up a defense, and began to explore diplomatic decision "central agency" reform.
