| Since 1993, China has seen the great loss incurred in the whole nation's textile industry. Both adjustment of the structure and realization of the escalation in textile industry have long been central issues under heated discussions. With the coming of the 21st Century, the great strategy of developing West China is now being carried out, which announces the new stage of regional adjustment of the textile industrial structure. For years, adjustment of textile industry in Sichuan, though still at primary stage, has been in progress, and the structure of the industry, to a certain degree, bettered. However, comparing with the coastal areas, our thought concerning the adjustment cries for emancipating, our study of the corresponding tactics needs defining, and our actual achievement is, consequently, no better than expected. Furthermore, we have some misunderstandings in ways of realizing the crises and of carrying out reforms, as well as in solving Sichuan's textile industrial problems, such as structural adjustment and restructure of assets. This thesis is to make a penetrating analysis on structural adjustment of textile industry in Sichuan, and to explore a correct way of establishing its strategic objectives of development. Based on a systematical description of the present situations, the challenges and the opportunities that national textile industry is facing , this thesis is to reobserve the basic reasons and objectives of structural adjustment and restructure of assets, to have an insight into the connotation of reorganization and management of assets, and to contribute the corresponding theories of solving the above-mentioned problems. As for the misunderstandings concerning practical recognization and operation in textile industrial management, this thesis does investigate the problems thoroughly and offers specific proposals of choosing strategies concerning structural adjustment and escalation of textile industry in Sichuan Province. This thesis can be divided into three parts. Part One deals with the recognization of connotations of structural adjustment and restructure of assets. Being a traditional industry with a long history and with adaptable characteristics, textile industry is utilized in any developing countries and in any of their different economic developing stages, and is continuously making great fortunes. The fundamental reason of textile industry may lie in that each country or district, small or big, has its different economic and technological levels, in the areas of which different models of textile industrial production can be developed and benefited. However, such elements as labor force, production cost, market, financial capital, technology and management, together with conditions of fundamental environment and intensive degree of the industry, do influence the developing stages of the textile industry in a country or a district, and, also, determine the future directions of the industrial development in Sichuan. That is, the focal problem being discussed is not whether development of textile industry is needed or not, but how to develop it. From this point of view, this thesis contributes constructively approaches of adjustment of textile industry in Sichuan, with, simultaneously, a systematical introduction to the "Six-stage Theory of Textile Industrial Development" put forward by Brine Tony. Part Two presents a detailed survey and comprehensive analyses on misunderstandings recently appeared in the processes of structural adjustment, practical recognization and operation in Sichuan's textile industry. Serious damages that might be caused by the misunderstandings are then mentioned. This thesis thoroughly expounds this issue in seven different aspects, and, afterwards, concentrates on the problem of governmental non-involvement in the process of structural adjustment and restructure of assets.
