The land household contracted responsibility system (LHCRS) is systematically and intensively studied in the paper, base on a review of its emerging and development together with fieldwork. Problems in the LHCRS reform and the reasons are analyzed, then ways to improve the system are suggested. Reviewing and analyzing the past will be helpful grasping present. The paper reviews the history of the LHCRS and analyses the reason for the replacement of people抯 commune system, is team-based three grades ownership, by the LHCRS. With the social and economic development, the contracted responsibility system of land also needs improvement. The necessity and existing problems of the reform are discussed in the paper. These problems are: lack of a definite and standard land tenure system, increasingly tense man-land relations, hindered scale management for the land fragmentation, short of an effective and standard fragmentation transferring system and peasants?lack of impetus to invest in land. And the main reasons for the problems are as follows: the stimulated harm of commune system haven抰 been eliminated; the land contract and management right haven抰 been commercialized; a safety-ensured function exists in land the 0.2 billion excess labor force in rural area can抰 be transferred which caused the even greater pressure of population on land. According to the above analyses, some concrete measures are brought forward, such as clarifying our rural land tenure relationships, establishing a standard transferring system of land contract and management right, developing the rural land market and build the registration system of land contract and management right. The author conducted the fieldwork with condensed questionnaire on 185 household in Yangzhong City of Jiangsu Province and Mengcheng County of Anhui Province. The results precisely and authentically reflect the present land contract and management situation and the existing problems in part of our rural areas. And views of peasant household on the present LHCRS and land reform are also discussed.
