High-tech Industries. Government Action

Nowdays, the comprehensive national power is the core of international competition, while High Technology is the focus of the competition of comprehensive power. The development of High-Tech industry is not merely a technological problem. Being related to national economy, society and culture, it has its own developing laws. So the government should adjust and innovate its behavior with the ever-changing situation to support and guide the development of High-Tech industry. The purpose of this thesis is to offer some beneficial suggestions for our government to develop High-Tech industry in market economy system according to an analysis of governmental behavior in High-Tech industry field.This thesis consists of four parts:Part one,generally analyzes the High-Tech industry and governmental behavior. Explores the definitions of3High Technology, High-Tech industry and Industrialization of High Technology, as well as the content and main characteristics of the governmental functions in High-Tech industry.Part two, compares governmental behavior internationally in High-Tech industry. According to an analysis of American and Japanese governmental behavior in High-Tech industry, summarizes several typical modes of governmental behavior as well as some principles for choosing a mode.Part three, retrospects the historical development of High-Tech industry in our country. Summarizes the three stages and great achievements of High-Tech industry as well as the main misplay of our government in High-tech industry field.Part four, analyzes the functions of our governmental behavior in High-Tech industry. Propounds that the functions our government should have in High-Tech4industry include the function of market environment construction, the function of policy supply, the function of adjustment and escalation of traditional industries, the regional supply function for High-Tech enterprises increasing, the function of combining technology, economy and education, the function of ensuring national economic security.
