Instiutions and hegemong are the main questions of the international poli-tics theory nowadays. the differecit factions of the international poitics put forward differ-ent ideas about them. The discussion between the differents factions is a spectacular phe-nomenon and the new international politics theory of the new century will be bom outfrom this.First. I will introduce and commeut on the different ideas of the west internationalpolitics theory. The New Realism find out that the hegemong is a periodic phenomenon ofthe world history, and the international institutions is the outcome of the hegemony. Theinternational institution will disappear when the hegemony become feeble and die. TheNew Liberalism is against to the idea of the new Realism. It belivevs that the internationalinstitutions is the outcome of the requirement of the internatonal soleity, and will no dis-appear becanse of the weakness of the hegemany. the constructivism oppeoses the ideas ofthe New Realism and the New Liberalism. It applys the method of the sociology to thestudy of the international institutions and conclude that the international institutions isbern out of the mutual actions of the international soceity.The international poitics theorg orginates in the west and the institutions and thehegemony have become the useful implements of the diplimacy of the united states. Theinternational institutions is used by the united states to restrain the other conturies and thehegemony is used to strike the other conturies. The Institutions Hegemouy has become thetypical character of the diplimacy of the united states. We will find out the sign of the In-stitutions Hegemony in the contury security strategy of the United States, the Asia ─ Pa-cific security strategy and the diplomatic strategy toward China.
