For these years, the United States has paid great attention to the environmental problems when it handles Sino-Amarican relations. The reasons are as follows: 1. In the post-cold war era, the threats brought by the environmental problems are put in the consideration of many nations. To the Americans, the worldwide environmental problems can deteriorate their health and affect their economy. It is not in the interest of the U.S. if environmental clashes pop up frequently in some regions, contributing to the instability of these areas. Also the U.S. is lagging behind the EU and Japan in their pursuit of the leadership of the world environmental affais. So the U.S. takes an environmental diplomacy energetically. The concern of the U.S. with the world environmental problems becomes the baGkground of its concern with China抯 environmental problems. 2. China has a large population, vast territory and high-speed economic development, which can bring a great impact on world environment. And the important role of China in the field of the world environmental diplomacy also determines that the U.S. can ignore China In addition, it is the United States?point that the grain issues, air pollution and energy problems of China can make some adverse effect on the U.S.. So the U.S. pays close attention to the environmental problems of China. 3. Politically, the U.S. wants to integrate (Iiina into the international community with environmental cooperation as i~ instrument. In addition, the U.S. thinks that China internal conflicts or friction with its neighboring countries caused by environmental problems will inevitably influence the stability of China and Asia at large, which is nQt in the interest of the U.S.. Meanwhile, the U.S. is ready to facilitate Chiea democratization reform, which is what it wants by taking actions in this regard since the Chinese government allows the existence of the non-governmental organizations. 4. Economically speaking, the United States?competitive edges in dealing with greenhouse gases, nuclear technology, agriculture, natural gas, media and small sized thermos-power stations conform to China market demands. The U.S. enjoys prospects in the big environmental market of China. 5. The U.S. can gain fat profits in its cooperation with China concerning climate and weather research, ocean, fishery, agriculture, forest, nuclear safety, and so on.
