According to the experience in the past few years. the legislation by local People抯 Congress will not function well unless the legislative procedures get to be strengthened, for the regularity and completeness of the legislative procedures have a direct effect on the quality and efficiency of local legislation. Moreover, they are an important prerequisite to the equal, faii; scientific and efficient nature of local legislation. In one word, it will directly influence the course of history of turning our country into a socialist one run by the legal system.In pace with the further development of the socialist market1economy in our countly, the local law construction will be confronted by new challenges and problems, resulted by the strengthened socialist legal system, more and more active interchange of law culture and our preparation for the access into VVTO this year. Therefore, to reform and complete the local legislative procedures in China has become a major task at the present situation and only if there is a regular and scientific system?in the local legislative procedures, there will be a complete system in China.However, it抯 not long before local legislation in our country came into being and it only has a history of some 20 years. Consequently local legislation still needs more time to be completed and regulated. Although the present local legislative procedures may promise local legislation抯 normal function most of the time, many problems will come up during the practice of local legislation because many systems aren抰 complete yet due to a shore history.This article studies the present situation of the local legislative procedures in our country and represents some solutions to the2pi-oblerns duiing the reform and completeness of the local legislative procedures with the ripe experience of other countries and the reality of our country in this field.
