It hasformed its own views about this subject by theelementary study on the underworld-natured crime inthe mainland of China and the underworld crime\abroad.Here's a brife introduction of the thesis.The preface is about the purPose,significance andstudy method of choosing the subject.The first chapter involves the concept and featuresof the underworld-natured crime and its relationshipwith the underworld crime.To define the underworld-natured crime,we mustfind out what the underworld-natured organization is.the underworld~natured organization is an organizationwhich is welI-organized to break the laws and commit- all sorts crimes in some difinite areas,seriouslysabotages the economy and social Iiving order,and has- 3 -the maintaining power for common culture.It has three.features,that is,the regionalism,the mutual activationand the maintaining power fOr common culture. Itsthree features distinguishes itself from the othercriminal organizations.The thesis makes a statement about the legalfeature of the underworld-naured crime from thesubject,the object and the object ive aspects of thecrime.It indicates that the primary condition inconstitution of the underworld-naured crime is thatthere exists the underworld-naured organization,whichhas sabotaged the social public order and is well-organized to break the laws and commit crimes.The second chapter mainly involves the presentsituation,the main features and tendency of theunderworld-natured crime in the mainland and thedetermination of the crime abroad in our criminal law.The underworld crime in the mainland has atendency of cooperation of the underworld-naturedorganizations in different regions with its furtherdevelopment and spreading as well as a great deal of itsnegative factors,a1though it has not formed thetraditional typical underworld crime.- 4 -The third chapter compares brifely the presentsituation and legislation of the underworld crime abroadand relevant legislation in 1;he mainland.The fOurth chapter puts forward the counter-measures to prevent and control the present underworld-natured crime in our country.The thesis concludes with emphasizing the viewson the basic issues of the underworId-natured crime.
