Jinan City, The Irs Development Zone Branch Of Revenue Management Model Is Discussed

Revenue management is defined as a kind of management method of tax revenue by tax department according to tax laws. One hand, revenue activities cannot be realized without management. On the other hand, the circumstances of revenue management have wide influence on economic life. Taking the revenue management model of the Development Zone Substation of Jinan National Tax Bureau as an example and comparing it with the revenue management in other areas, the study puts emphasis on two problems: one is the system of the Development Zone Substation that one is in charge of one section, the other is how to establish the highly effectual revenue management model. In allusion to the system that one is in charge of one section, the study holds the opinion that under the system, duties are put to each one and everybody has a clear aim, it is convenient for test and revenue management can be carried out in a high efficiency. For the main disadvantages of the system, the study applies the theory of modern manpower resources management and puts forward many upswing schemes including achievement nd effect test, vocational training, system of rewards and penalties, floating perso el system and system of personal responsibility. How to set up th highly effectual revenue management system? The study approacl~es factors influ ncing efficiency of revenue management and brings forward the following improvin plans: first, to establish simple and convenient tax systems, second, to pursue tax ag ncy system positively; third, to heighten modernization level of taxation and management; fourth, to set up cost accounting system; fifth, to dispose tax collectors reasonably; sixth, to optimize management model; seventh, to strengthen training to enhance tax collector抯 quality.
