China's Innovation System, From The Perspective Of The Institutions And Policies

The majority theories about national innovation system are on the background of the practice of the developed countries. These studies emphasize the systematic character of innovation system. But the main problems which one country considers are different from others. In order to increase efficiency of our innovation system, we must pay more attention to the basic institution and policy structure of national innovation system, and analysis the improving aim and method of innovation system of China. This is the main problem that I want to resolve in this thesis.The first two chapters of this thesis reviewed the history of national innovation system theory in briefly, then analyzed the two main characters of the basic institution of national innovation system: the first, national innovation system is based on the perfect market system; the second, it is a network system which followers the principle of dividing and cooperation. On the premise of institution analysis, the thesis discussed the innovation policy of government further.The third chapter of the thesis analyzed the causes of restricting efficiency in our innovation system, and brought up the direction of improving. There are two causes of restricting efficiency in our innovation system: one is absence of modern enterprise system and perfect market system, the other is that the role of workers of our innovation system is not clear.The last chapter of this thesis commented the evolution and performance of innovation policy from the time of the reformation and opening in my country, then brought forward the prospect of our innovation policy.The main contributions of this thesis are to bring up and demonstrate the two characters of nation innovation system. Then the thesis analyzed the problem of our innovation system deeply from the angle of view of the two characters . The conclusion of this thesis is that we must improve our institution of nationinnovation system wholly, in order to rectify the umarket failure and the system failure?
